Scott W. Allard is the Daniel J. Evans Endowed Professor of Social Policy at the Evans School of Public Policy and Governance at the University of Washington with expertise in poverty and inequality, social welfare policy, and urban policy. He is the co-director of the Family Self-Sufficiency Data Center at the University of Chicago. He is author of Out of Reach: Place, Poverty, and the New American Welfare State (Yale University Press, 2009). His most recent book entitled, Places in Need: The Changing Geography of Poverty, was published in June 2017 by the Russell Sage Foundation Press. In addition, he has published several articles on the geography of contemporary social welfare policy and on social service delivery in the post-welfare reform era that have appeared in the Journal of Politics, the Journal of Policy Analysis and Management, Policy Studies Journal, Publius: The Journal of Federalism, and Urban Affairs Review.
