Deborah Reed (Ph.D., Economics, Yale University) is a senior vice president with more than 18 years of experience designing and implementing rigorous research studies in labor, education, and related topics. Dr. Reed led the Clearinghouse for Labour Evaluation and Research project, which identifies and summarizes research on labor topics so it is more accessible to practitioners, policymakers, and other researchers. As project director, Dr. Reed led or advised all tasks. She recently directed the Effectiveness Assessment and Cost-Benefit Analysis of Registered Apprenticeship, which examined the effectiveness of registered apprenticeship using program administrative data and Unemployment Insurance wage records. She also has extensive experience applying What Works Clearinghouse evidence standards to education research; as the leader of the WWC quality review team, Dr. Reed responded to concerns raised by study authors and other relevant parties about WWC reviews and ensured that the WWC’s research and evaluation standards are upheld on every review it conducts. Dr. Reed also has extensive experience with RCT implementation. She helped to lead impact analysis of the Youth Transition Demonstration project. This project helps young people with disabilities make the transition from school to work and/or continued education. The evaluation included random assignment of youth with disabilities to program and control groups in six sites across the country. Dr. Reed also evaluated the Teacher Incentive fund, providing technical assistance to TIF evaluation grantees as they developed performance-based teacher and principal compensation systems. This evaluation used a random assignment design to estimate the impact of performance pay incentives on student and teacher outcomes.
