The Impacts of Paid Family Leave Benefits: Regression Kink Evidence from California Administrative Data

We use 10 years of California administrative data with a regression kink design to estimate the causal impacts of benefits in the first state‐level paid family leave program for women with earnings near the maximum benefit threshold. We find no evidence that a higher weekly benefit amount (WBA) increases leave duration or leads to adverse future labor market outcomes for this group.

Gender Attitudes in Africa: Liberal Egalitarianism Across 34 Countries

This study provides a first descriptive mapping of support for women’s equal rights in 34 African countries and assesses diverse theoretical explanations for variability in this support. Contrary to stereotypes of a homogeneously tradition-bound continent, African citizens report high levels of agreement with gender equality that are more easily understood with reference to global processes of ideational diffusion than to country-level differences in economic modernization or women’s public-sphere roles.

A Unified Welfare Analysis of Government Policies

We conduct a comparative welfare analysis of 133 historical policy changes over the past half-century in the United States, focusing on policies in social insurance, education and job training, taxes and cash transfers, and in-kind transfers. For each policy, we use existing causal estimates to calculate the benefit that each policy provides its recipients (measured as their willingness to pay) and the policy’s net cost, inclusive of long-term effects on the government’s budget.

Lessons from New York City's Small Schools of Choice about High School Features that Promote Graduation for Disadvantaged Students

The present paper uses a rich dataset based on naturally‐occurring lotteries for 68 new small non‐selective high schools in New York City, which we refer to as small schools of choice (SSCs), to address two related questions: (1) What high school features are promising levers for increasing graduation rates for disadvantaged students? and (2) What high school features helped to produce SSCs’ positive impacts on graduation rates?

Income Segregation and Intergenerational Mobility Across Colleges in the United States

We construct publicly available statistics on parents’ incomes and students’ earnings outcomes for each college in the United States using deidentified data from tax records. These statistics reveal that the degree of parental income segregation across colleges is very high, similar to that across neighborhoods. Differences in postcollege earnings between children from low- and high-income families are much smaller among students who attend the same college than across colleges.

COVID-19 Is Also a Reallocation Shock

Drawing on firm-level expectations at a one-year forecast horizon in the Survey of Business Uncertainty (SBU), we construct novel, forward-looking reallocation measures for jobs and sales. These measures rise sharply after February 2020, reaching rates in April that are 2.4 (3.9) times the pre-COVID average for jobs (sales). We also draw on special questions in the April SBU to quantify the near-term impact of the COVID-19 shock on business staffing.

Using Disasters to Estimate the Impact of Uncertainty

Uncertainty rises in recessions and falls in booms. But what is the causal relationship? We construct cross-country panel data on stock market levels and volatility and use natural disasters, terrorist attacks, and political shocks as instruments in regressions and VAR estimations. We find that increased volatility robustly lowers growth. We also structurally estimate a heterogeneous firms business cycle model with uncertainty and disasters and use this to analyze our empirical results.

Raising the Stakes: Inequality and Testing in the Russian Education System

Sociologists have argued that high-stakes tests open the door to high levels of educational inequality at transition points: in a high-stakes testing regime, parents and students are able to focus all energy and resources on test preparation, thus enhancing pre-existing inequalities in academic performance. But arguments about a special role for high-stakes tests are often prosecuted without explicit comparisons to other types of tests and assessments, usually because information on other tests is not available.

Forever Homes and Temporary Stops: Housing Search Logics and Residential Selection

Residential selection is central in determining children’s housing, neighborhood, and school contexts, and an extensive literature considers the social processes that shape residential searches and attainment. While this literature typically frames the residential search as a uniform process oriented around finding residential options with desired characteristics, we examine whether individuals may differentially conceive of these searches in ways that sustain inequality in residential attainment.

Expanding and Diversifying the Pool of Undergraduates who Study Economics: Insights from a New Introductory Course at Harvard

There is widespread concern that economics does not attract as broad or diverse a pool of talent as it could. For example, less than one-third of undergraduates who receive degrees in economics are women, significantly lower than in math or statistics. This article presents a case study of a new introductory undergraduate course at Harvard, “Using Big Data to Solve Economic and Social Problems,” that enrolled 400 students, achieved nearly a 50-50 gender balance, and was among the highest-rated courses in the college. We first summarize the course’s content and pedagogical approach.
