Recent Trends in Income, Racial, and Ethnic School Readiness Gaps at Kindergarten Entry

Academic achievement gaps between high- and low-income students born in the 1990s were much larger than between cohorts born two decades earlier. Racial/ethnic achievement gaps declined during the same period. To determine whether these two trends have continued in more recent cohorts, we examine trends in several dimensions of school readiness, including academic achievement, self-control, externalizing behavior, and a measure of students’ approaches to learning, for cohorts born from the early 1990s to the 2000–2010 midperiod.

Separate and Unequal: The Dimensions and Consequences of Safety Net Decentralization in the U.S. 1994-2014

In this paper, we examine the dimensions and consequences of decentralized social safety netpolicies. We consider the adequacy of benefits and inclusiveness of receipt for eleven federal-stateprograms that constitute the core of safety net provision for working age adults and families: cashassistance, food assistance, health insurance, child support, child care, preschool/early education, unemployment insurance, state income taxes, cash assistance work assistance, disability assistance, andhousing assistance.

Men Set Their Own Cites High: Gender and Self-Citation Across Fields and Over Time

How common is self-citation in scholarly publication and does the practice vary by gender? Using novel methods and a dataset of 1.5 million research papers in the scholarly database JSTOR published between 1779-2011, we find that nearly 10% of references are self-citations by a paper's authors. We further find that over the years between 1779-2011, men cite their own papers 56% more than women do. In the last two decades of our data, men self-cite 70% more than women. Women are also more than ten percentage points more likely than men to not cite their own previous work at all.

Do Rising Top Incomes Lead to Increased Borrowing in the Rest of the Distribution?

One potential consequence of rising concentration of income at the top of the distribution isincreased borrowing, as less affluent households attempt to maintain standards of living with less income. This paper explores the “keeping up with the Joneses” phenomenon using data from the Survey of Consumer Finances. Specifically, it examines the responsiveness of payment-to-income ratios for different debt types at different parts of the income distribution to changes in the income thresholds at the 95th and 99th percentiles.

Can Poverty in America Be Compared to Conditions in the World’s Poorest Countries?

Some contend that the American poor are affluent by international standards, and recent survey evidence finds that Americans have deeply divided views about the conditions faced by the poor in this country. To what extent can poverty in the United States be compared to conditions in the world’s poorest nations? Few analysts have examined this question beyond “instrumental”measures of poverty such as income and consumption that only indirectly capture well­being (Sen, 1999).

New Estimates of Intergenerational Economic Mobility Using Administrative Data

This report presents analyses of a new data set, the Statistics of Income Mobility Panel, that has been assembled to provide new evidence on economic mobility and the implications of tax policy for economic mobility. Because the data are of unusually high quality, they provide the foundation for a comprehensive report on intergenerational income and earnings mobility in the United States.

Mass Imprisonment and the Life Course: Race and Class Inequality in U.S. Incarceration

Although growth in the U.S. prison population over the past twenty-five years has been widely discussed, few studies examine changes in inequality in imprisonment. We study penal inequality by estimating lifetime risks of imprisonment for black and white men at different levels of education. Combining administrative, survey, and census data, we estimate that among men born between 1965 and 1969, 3 percent of whites and 20 percent of blacks had served time in prison by their early thirties. The risks of incarceration are highly stratified by education.

Seeing Black: Race, Crime, and Visual Processing

Using police officers and undergraduates as participants, the authors investigated the influence of stereotypic associations on visual processing in 5 studies. Study 1 demonstrates that Black faces influence participants’ ability to spontaneously detect degraded images of crime-relevant objects. Conversely, Studies 2–4 demonstrate that activating abstract concepts (i.e., crime and basketball) induces attentional biases toward Black male faces.

Race and the Fragility of the Legal Distinction between Juveniles and Adults

Legal precedent establishes juvenile offenders as inherently less culpable than adult offenders and thus protects juveniles from the most severe of punishments. But how fragile might these protections be? In the present study, simply bringing to mind a Black (vs. White) juvenile offender led participants to view juveniles in general as significantly more similar to adults in their inherent culpability and to express more support for severe sentencing.

Crime, the Criminal Justice System, and Socioeconomic Inequality

Crime rates in the United States have declined to historical lows since the early 1990s. Prison and jail incarceration rates as well as community correctional populations have increased greatly since the mid-1970s. Both of these developments have disproportionately impacted poor and minority communities. In this paper, we document these trends. We then present an assessment of whether the crime declines can be attributed to the massive expansion of the U.S. criminal justice system.
