Marginal Effects of Merit Aid for Low-Income Students

Financial aid from the Susan Thompson Buffett Foundation (STBF) provides exceptionally generous support to a college population similar to that served by a host of state aid programs. In conjunction with STBF, we randomly assigned aid awards to thousands of Nebraska high school graduates from low-income, minority, and first-generation college households. Randomly- assigned STBF awards boost bachelor's (BA) degree completion for students targeting four-year schools by about 8 points.

Institutional Change and Institutional Persistence

In this essay, we provide a simple conceptual framework to elucidate the forces that lead to institutional persistence and change. Our framework is based on a dynamic game between different groups, who care both about current policies and institutions and future policies, which are themselves determined by current institutional choices, and clarifies the forces that lead to the most extreme form of institutional persistence (“institutional stasis”) and the potential drivers of institutional change.

Inequality of Opportunity for Income in Denmark and the United States: A Comparison Based on Administrative Data

We carry out a comparative analysis of inequality of opportunity (IOp) for long-run income in Denmark and the United States. We adopt a luck-egalitarian understanding of IOp, use high-quality administrative data, and rely on highly improved methods. These include novel identification assumptions that allow us to produce set estimates of IOp in the United States relative to Denmark rather than just lower-bound estimates of IOp in the two countries. There are five main results.

Income Segregation: Up or Down, and for Whom?

Reports of rising income segregation in the United States have been brought into question by the observation that post-2000 estimates are upwardly biased because of a reduction in the sample sizes on which they are based. Recent studies have offered estimates of this sample-count bias using public data. We show here that there are two substantial sources of systematic bias in estimating segregation levels: bias associated with sample size and bias associated with using weighted sample data.

The Impacts of Paid Family Leave Benefits: Regression Kink Evidence from California Administrative Data

We use 10 years of California administrative data with a regression kink design to estimate the causal impacts of benefits in the first state‐level paid family leave program for women with earnings near the maximum benefit threshold. We find no evidence that a higher weekly benefit amount (WBA) increases leave duration or leads to adverse future labor market outcomes for this group.

Gender Attitudes in Africa: Liberal Egalitarianism Across 34 Countries

This study provides a first descriptive mapping of support for women’s equal rights in 34 African countries and assesses diverse theoretical explanations for variability in this support. Contrary to stereotypes of a homogeneously tradition-bound continent, African citizens report high levels of agreement with gender equality that are more easily understood with reference to global processes of ideational diffusion than to country-level differences in economic modernization or women’s public-sphere roles.

A Unified Welfare Analysis of Government Policies

We conduct a comparative welfare analysis of 133 historical policy changes over the past half-century in the United States, focusing on policies in social insurance, education and job training, taxes and cash transfers, and in-kind transfers. For each policy, we use existing causal estimates to calculate the benefit that each policy provides its recipients (measured as their willingness to pay) and the policy’s net cost, inclusive of long-term effects on the government’s budget.

Teacher-to-Classroom Assignment and Student Achievement

We study the effects of counterfactual teacher-to-classroom assignments on average student achievement in elementary and middle schools in the US. We use the Measures of Effective Teaching (MET) experiment to semiparametrically identify the average reallocation effects (AREs) of such assignments. Our findings suggest that changes in within-district teacher assignments could have appreciable effects on student achievement.

The Opioid Epidemic Was Not Caused by Economic Distress But by Factors that Could be More Rapidly Addressed

Without the opioid epidemic, American life expectancy would not have declined prior to 2020. In turn, the epidemic was sparked by the development and marketing of a new generation of prescription opioids and provider behavior is still helping to drive it. There is little relationship between the opioid crisis and contemporaneous measures of labor market opportunity. Cohorts and areas that experienced poor labor market conditions do show lagged increases in opioid mortality, but the effect is modest relative to the scale of the epidemic.
